sh64: Handle -ERESTART_RESTARTBLOCK for restartable syscalls. The current implementation only handles -ERESTARTNOHAND, whereas we also need to handle -ERESTART_RESTARTBLOCK in the handle_signal() case for restartable system calls. Follows the sh change.
