MA-7685 [#2124] Fix some remaining DEQP EGL CTS failures on GC400T The root cause of these failures is related with a hardware ERRATA (onComp2 flop power-up value is 1 instead of 0). Preview patch c086763024a8117beaa8ea27ee88eaeafd03ef3e in issue track #1105 is not a fully fix, here implement a DummyDraw to workaround the hardware ERRATA.
