ENGR00222954 Enable PLL3 in GPU power up flow If GPU2D used PLL3 as root, we need enable PLL during GPU power up flow so that we can power up GPU2D properly. Till now, this issue can only be duplicated on Android. Signed-off-by: Loren Huang <b02279@freescale.com>
