[POWERPC] Created arch/powerpc/platforms/Kconfig for "Platform support" Split "Platform support" menu out from arch/powerpc/Kconfig into arch/powerpc/platforms/Kconfig in prep for allowing other sub-arches to be configured via a single "Platform support" menu.
