V4L/DVB (3371): Add debug to ioctl arguments. Added a new function that allows printing ioctl arguments. This makes easier to include debug code under v4l ioctl handling. Also fixed some declarations on internal ioctl. Signed-off-by: Mauro Carvalho Chehab <mchehab@infradead.org>
