V4L/DVB (5412): Fix VIDIOC_TRY_ENCODER_CMD and VIDEO_TRY_COMMAND VIDIOC_TRY_ENCODER_CMD did the same as VIDIOC_ENCODER_CMD, now it no longer touches the encoder.
